Reproduction & counterfeiting

The reproduction of monetary signs, in euros or francs, is strictly regulated. Failure to respect the regulations may bring about  the application of the provisions regarding the counterfeiting of monetary signs. Regarding reproduction as well as counterfeiting, different provisions are applicable to banknotes and coins.

Any reproduction of banknotes or coins denominated in euro or in Luxembourg francs which does not comply with the reproduction rules defined for the euro or for the Luxembourg franc has to be requested in written form at the address mentioned hereafter.

By systematically checking the banknotes lodged by financial institutions at the Banque centrale du Luxembourg or at other central banks of the euro area, counterfeits which might have been put into circulation are rapidly identified. Since the adoption by the Governing Council of the European Central Bank of the framework for the detection of counterfeits and fitness sorting by credit institutions and other professional cash handlers, the putting back into circulation of banknotes is permitted provided the banknotes have been checked for authenticity and fitness. These checks are done by using banknote handling machines, which have been tested by an NCB of the euro area, or by trained staff. The banknotes which have been checked by such machines may be put back into circulation via automated teller machines or by other machines which are at the disposal the public. The banknotes checked by trained staff may only by dispensed via the counters of a credit institutions. The credit institutions and the professional cash handlers who envisage putting back into circulation banknotes via dispensers at the disposal of the public have to inform beforehand the Banque centrale du Luxembourg in written form at the address mentioned below.

The manufacturers of banknote handling machines and detection devices have the possibility to test their machines by a central bank of the euro area. If the results are positive, the tests are valid for the whole euro area. Any request for tests at the Banque centrale du Luxembourg has to be addressed in written form to the address mentioned hereafter.
