The BCL is in charge of the collection of data, the compilation of monetary and financial statistics, the balance of payments and the international investment position as well as statistics relative to payment systems and instruments.
The relevant data for the compilation of monetary and financial statistics are directly collected from banks, money market funds, investment funds and securitisation vehicles. These institutions are subject to the regulations of the European Central Bank, which are published in circulars communicated directly to the banks, money market funds, investment funds and securisation vehicules.
The BCL and the Service Central de la Statistique et des Etudes Economiques (STATEC, the national statistical institute of Luxembourg) are jointly in charge of establishing a balance of payments. The BCL is in charge of establishing the international investment position for Luxembourg. In this context the BCL collects statistical data from banks, the financial services of the Entreprise des Postes et Télécommunication and companies whichs principal activity is to grant loans or issue debt securities or derivative instruments which are sell by exchange offer or by private investment, in order to finance the activities of its affiliated companies. The collection of relevant data for compiling the balance of payments and the international investment position is based on the regulation of the Banque centrale du Luxembourg 2011/7 and 2011/8.
The data collection on payment instruments and operations is based the BCL regulation 2011/N°9 of July 4th, 2011.
Data are directly collected from entities active in the area of payments, i.e. credit institutions, payment institutions, e-money institutions, technical agents and market infrastructures.
