The BCL is in charge of the collection of data as well as the compilation of monetary and financial statistics and the balance of payments.
The relevant data for the compilation of monetary and financial statistics are directly collected from banks, money market funds, investment funds and securitisation vehicles. These institutions are subject to the regulations of the European Central Bank, which are published in circulars communicated directly to the banks, money market funds, investment funds and securisation vehicules.
The BCL and the Service Central de la Statistique et des Etudes Economiques (STATEC, the national statistical institute of Luxembourg) are jointly in charge of establishing a balance of payments and an international investment position for Luxembourg. In this context the BCL collects statistical data from banks and non-bank enterprises of the financial sector, which maintain operational accounts outside of Luxembourg. The collection of relevant data for compiling the balance of payments refers to the grand-ducal decree in its modified version of 10 November 1944 regarding exchange rate control and its execution decrees. Instructions resulting from the data collection exercise are communicated to banks and non-bank enterprises of the financial sector by circulars and letters.
